Keynote Speakers


There is a major concern that the cumulative stress of the COVID-19 pandemic and current social and racial tensions will contribute to an increasing incidence of mental health problems among front-line personnel, and the general public. Stephen N. Xenakis, M.D., Brigadier General (Ret), U.S. Army and Terra Reed, RN and Matt DeBernardis, Covid-19 Resilience Campaign Liaison, will provide pre-recorded presentations so that they can be available for a live Q&A.

Stephen N. Xenakis, M.D., Brigadier General (Ret), U.S. Army

Dr. Xenakis is an adult, child, and adolescent psychiatrist with many years of clinical, academic, and management experience. He retired from the U.S. Army in 1998 at the rank of brigadier general and entered an active career in start-up medical technologies and clinical practice. He has advised the Chairman of the Joint Chiefs of Staff and other senior Department of Defense officials on psychological health, the effects of blast concussion, and suicide. During his career in the Army, he pioneered the introduction of telemedicine applications including the development of a device for electronic house call services. He has an active clinical and research interest in promising medical technology, including quantitative electroencephalography (qEEG). He founded of the Center for Translational Medicine to develop treatments and conducts tests on brain related conditions affecting soldiers and veterans. Dr. Xenakis has numerous medical publications and is an Adjunct Professor at the Uniformed Services of Health Sciences of the military medical department and on the Executive Board of the Center for Ethics and Rule of Law at the University of Pennsylvania Law School. He is a graduate of Princeton University and the University of Maryland School of Medicine. Dr. Xenakis was commissioned during the Vietnam War and trained soldiers to prepare for the unknown and deal with the accompanying stress. He has a long and successful career in psychiatry including helping former soldiers with PTSD and suicide prevention. Dr. Xenakis currently serves as the Director of Silver Hill Hospital’s COVID-19 Resilience Team.

Terra Reed, RN

Terra is the COVID-19 Resilience Campaign Operations Leader at Silver Hill Hospital. Terra’s great passion is bringing healing to people suffering with substance misuse and co-occurring disorders. Prior to leading the campaign, Terra practiced as a Registered Nurse at Silver Hill Hospital caring for patients of all ages as well as the Policy and Regulatory Compliance Specialist. Before devoting her work fulltime to nursing, Terra served as Executive Operations Manager of a private flight company and directed campaigns for a nationwide non-profit organization. Terra has worked closely with veterans and has received recognition from the VA Nursing Academy for her commitment to the mission of the VA and dedication to improving the quality of care of our nation’s Veterans. Terra’s educational background includes degrees in psychology and nursing where she graduated Summa Cum Laude and the award for Outstanding Scholastic Achievement.

Matt DeBernardis

Matt is the Covid-19 Resilience Campaign Liaison and primary training facilitator at Silver Hill Hospital. He brings a unique background to the Campaign as well as a passion and energy for personal and professional development. In conjunction with the Department of Defense, Matt’s experience includes training U.S Army soldiers and their families in resilience and psychological skill building in Fort Hood, Texas. While there, he was responsible for developing curriculum and executing high impact training for Company-sized elements which led to enhanced performance outcomes and lower behavioral incidents. As a degree holder in Psychology and Sport Psychology, Matt supports the Campaign as a subject matter expert in resilience training and performance psychology, and has had the honor of consulting with business leaders, professional athletes, and Division I student-athletes and coaches.
